Optimize the business environment and help “project breakthrough year”
In order to strengthen the main responsibility of the construction of the environmental credit system, deepen the reform of “delegating powers, regulating powers, and serving the public”, and further optimize the business environment, the Jinan Ecological Environment Bureau organized a centralized cleaning and verification of enterprise environmental credit evaluation scores from 2016 to 2020, further optimizing the ecological environment law enforcement methods and improving law enforcement efficiency. At present, 807 enterprises have completed the verification of negative environmental credit evaluation information, and the environmental credit of related enterprises has been repaired, further improving the level of enterprise environmental management and assisting in the construction of the “Project Breakthrough Year”.
Straighten the mechanism, classify and promote in an orderly manner
Develop and issue the “Notice on Cleaning up and Verifying Enterprise Environmental Credit Information”, establish a dedicated team, and assign dedicated personnel to be responsible for verification work. Repeatedly sorting out the data of the enterprise environmental credit evaluation system, actively contacting and connecting with enterprises, actively promoting and implementing relevant policies, and timely reminding and guiding enterprises to apply for verification of environmental credit information according to procedures.
For enterprises that apply for verification, timely verification shall be conducted online or offline as appropriate. If the rectification is in place and meets the verification conditions, verification shall be conducted. If the rectification is not in place or temporarily does not meet the verification conditions, timely guidance shall be given to assist the enterprise in completing the rectification as soon as possible; For enterprises that have not yet submitted an application despite being reminded, multiple contact with the enterprise operator or proactive on-site docking will be adopted to urge the enterprise to submit a verification application within the system; For enterprises that have been cancelled, delete them in the enterprise environmental credit evaluation system according to the procedure.
Forward service, tracking assistance and guidance
Provide assistance and guidance throughout the entire process of verification work, establish a dedicated QQ group led by dedicated personnel and participated by verification enterprises, set up a service hotline, promptly receive online and telephone inquiries from enterprises, help enterprises answer questions and solve doubts, and “let information run more, let enterprises run less”.
Print the instructions for environmental credit evaluation, verification procedures, and other operating procedures into “clear paper” and promptly deliver them to the enterprise, so that the enterprise can understand the application of environmental credit evaluation and master the methods for credit repair, rectification, and verification.
Strengthen tracking services, remotely guide enterprises to organize and improve the relevant evidence and materials required for credit point verification, and try to save time and energy for enterprise personnel as much as possible.
Infiltrate publicity and build a solid legal barrier
According to the principle of “whoever enforces the law, whoever popularizes the law”, vigorously promote policies and regulations related to enterprise environmental credit evaluation in daily law enforcement inspections. At the same time, actively promote good practices, good experiences, good results, and relevant typical cases to the society, using case studies and examples to comprehensively enhance the awareness of enterprises and the public about environmental credit evaluation as “limited everywhere, limited everywhere”, and strive to create a good atmosphere of knowing and abiding by the law, respecting the law, and building a credit society. Promote enterprises to actively rectify, timely verify, and repair corporate credit as soon as possible.
The Jinan Ecological Environment Bureau will continue to focus on the evaluation of corporate environmental credit, further strengthen service awareness, and use efficient services to safeguard the “breakthrough year of the project”. We will assist enterprises in correcting dishonest behavior in accordance with laws and regulations, reshape good environmental credit, ensure normal participation of enterprises in market operations, and create a first-class legal business environment.
